The role leads the execution of new store developments, relocations, renovations, and expansion projects from concept through opening, working closely with internal stakeholders and external partners to ensure projects are delivered on time, within budget, and aligned with strategic business objectives. The Development Manager is responsible for managing regulatory approvals including development permits, project scope, schedules, financial performance, risk mitigation, and stakeholder engagement throughout the development lifecycle. What You'll Do: Oversee all aspects of the municipal planning and development approval process across Western Canada, including architectural and engineering design, land use planning, zoning, permitting, entitlements, and regulatory approvals. Direct the preparation and review of conceptual site plans, development concepts, and design solutions in partnership with Store Planning and Construction teams. Lead negotiations and coordinate approvals with municipal authorities, regulatory agencies, utility providers, and other governmental bodies. Represent Canadian Tire at public meetings, municipal council hearings, stakeholder engagement sessions, and industry forums as required. Identify, assess, and proactively manage project risks, development constraints, and emerging issues while implementing mitigation strategies to protect project schedules and financial performance. Support real estate transactions and site acquisition activities by providing development expertise, entitlement analysis, and strategic recommendations. Prepare business cases and executive presentations for strategy reviews, capital approval processes, and Real Estate Committee submissions. Maintain awareness of market conditions, municipal policy changes, development trends, and competitive activity to identify opportunities and inform portfolio strategy. Foster strong relationships with landlords, developers, municipal representatives, consultants, and industry partners to support the successful execution of development initiatives. What You’ll Bring: Progressive experience in commercial real estate development, land development, planning, or retail development. Strong knowledge of municipal approvals, zoning, permitting, entitlements, and land-use planning. Proven project management experience, including managing schedules, capital budgets, consultants, risks, and multiple projects. Excellent negotiation, communication, and stakeholder management skills, including presenting recommendations to senior leaders. People leadership experience and the ability to work effectively across Real Estate, Construction, Finance, Legal, Operations, and other teams. Knowledge of the Western Canadian real estate and development environment is considered a strong asset, particularly experience navigating municipal development requirements across multiple markets. The target salary range is between $110,000.00 and $120,000.00 CAD Annual.
