Job Summary Inspects and enforces one or more of the functional areas: city codes, construction, sanitation, environmental, street & sewer, water quality codes or ordinances and reviews applications for licenses and permits. Job Description Overview The Code Enforcement Officer I investigates, inspects, and enforces municipal, land development, and property maintenance codes within city boundaries. Schedules and performs systematic property maintenance inspections to maintain or achieve minimum property standards. Essential Functions 1 Conducts and performs inspections on city properties, projects, buildings, and developments to ensure compliance with all municipal, state, and federal regulations. 2 Identifies, determines, and compiles non-compliant concerns and addresses issues with appropriate parties; takes accurate data and information concerning code violations and enforces code compliance. 3 Investigates non compliant problems and makes recommendations for corrective action; communicates and collaborates with developers and other individuals to address code violations and make changes; performs follow up work and assistance as needed. 4 Creates accurate and professional notices of violation; takes photographs and gathers evidence while performing inspections; issues citations and responds to citizen complaints. 5 Educates and provides information to citizens, developers, and the general public; interprets laws and regulations while educating public on laws regulations and code standards. 6 Drafts, maintains, and edits documents regarding inspections, code enforcement activities, and code violations; 7 Remains up to date on all current code standards and changes in regulations; maintains certifications and attends professional development as needed. 8 Drives vehicles throughout the city to perform inspections and address compliance and code violations. 9 Performs any and all other work as needed or assigned. Knowledge and Skills 1 Knowledge of municipal, state, and federal regulations. 2 Knowledge of inspection protocols, policies, and procedures. 3 Ability to determine code violations and suggest corrective action. 4 Ability to issue citations and communicate with various individuals 5 Ability to interpret, educate, and apply regulations to correct compliance issues. 6 Ability to use computer programs, software, and equipment. 7 Ability to provide calm, professional, and excellent customer service. 8 Ability to manage time and complete multiple tasks. 9 Communicating effectively verbally and in writing 10 Establishing and maintaining effective working relationships. MINIMUM QUALIFICATIONS: EDUCATION: High school diploma or GED. EXPERIENCE: Two (2) years of heavy citizen/customer service contact resolving complaints and/or conflicts, service and/or billing disputes. EQUIVALENCY: A current Code Enforcement Officer Trainee certification (or higher) issued by the Texas Department of Licensing and Regulations (TDLR) will meet the education and experience requirements. LICENSE and CERTIFICATION: Valid driver’s license with good driving record. Must obtain certification as a Code Enforcement Officer Trainee issued by TDLR within probationary period. OTHER REQUIREMENTS: Availability to work varying shifts including nights, weekends and holidays. This position requires an ONLINE exam that covers the following categories: Reading Comprehension Applying Policies Sentence Clarity Business Correspondence Spelling Salary Range $22.32 - $24.56 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
