Position Title: OSINT Analyst

Duty Station: Kyiv, Ukraine

Number of Positions: 2

Organization Profile

Around the world, the number of missing persons is rising, driven by conflict, climate-related and other disasters, organized crime and other causes. By some measures, the world has been experiencing more conflicts than at any time since 1946. Conflict and disasters, including wildfires, hurricanes and floods, have also contributed to displacement and migration.

People travelling along dangerous or irregular migration routes may face heightened risks of going missing, including as a result of human trafficking, smuggling, exploitation, violence, hazardous journeys and deaths in transit.

The International Commission on Missing Persons (ICMP) is a treaty-based intergovernmental organization, headquartered in The Hague, the Netherlands, that works with governments, civil society organizations, justice institutions and others throughout the world to address this growing global challenge. ICMP is seeking a dynamic and committed individual to join a highly motivated team. ICMP's overall strategy is grounded in upholding international law and securing the rights of families of the missing to truth, justice and reparations.

Consultancy Background

ICMP is implementing a multi-year program in Ukraine to support efforts to address the issue of missing persons. Under its cooperation with the Ministry of Internal Affairs of Ukraine and the Office of the Commissioner on Persons Missing under Special Circumstances, ICMP is supporting the provision of expert assistance, including open-source intelligence (OSINT) analysis, to contribute to investigations into missing persons cases.

About this Position

The OSINT Analyst will support investigations into missing persons in Ukraine through the systematic search, collection, verification, analysis and consolidation of information from open sources. The work will focus on information related to missing persons, detained civilians, prisoners of war (POWs), abducted children and illegal detention sites in temporarily occupied territories of Ukraine and in Russia.

The consultant will work within the secretariat of the Office of the Commissioner on Persons Missing under Special Circumstances and will support the relevant authorities by providing documented and verified information for investigative purposes.

Key Responsibilities

Under the guidance and supervision of the Office of the Commissioner on Persons Missing under Special Circumstances, the consultant's duties and responsibilities will include, but will not necessarily be limited to, the following:

  • Track channels used for prisoner exchanges, body repatriations and informal missing-persons community groups.
  • Search for mentions, photographs, videos and testimonies that could relate to specific missing persons.
  • Verify the authenticity and timing of material using geolocation, chrono-location, reverse image searches and metadata analysis, and filter out disinformation, staged content and outdated or recycled material.
  • Record and structure findings for use as investigative material, including chain-of-custody information, source links, screenshots and timestamps.
  • Prepare analytical reports for the Commissioner's Office, investigators and forensic teams, providing verified data to support the official identification process without making final determinations themselves.
  • Input and cross-reference information in relevant registries, including the Unified Register of Missing Persons, and support comparison of new information against existing records as data accumulates.

Minimum Requirements

  • Knowledge of search techniques across multiple languages and platforms.
  • Basic understanding of programming concepts and experience with a language such as Python or SQL
  • Knowledge of verification and fact-checking methodologies.
  • Ability to conduct geolocation and maintain careful documentation of findings.
  • Psychological resilience and the ability to handle sensitive, often graphic material involving casualties and grieving families.
  • Proven experience in OSINT analysis and report drafting.
  • Proficiency in Ukrainian is required; proficiency in English is an advantage.

Core Competencies

  • Ability to handle sensitive information ethically and professionally.
  • Commitment to the principles of reliability, objectivity, verifiability and traceability of information sources.
