The Management of Tanzania Portland Cement PLC is seeking a competent and results-driven Civil Engineer to join our team in a fast-paced cement manufacturing environment. The successful candidate will provide technical expertise in the design, inspection, maintenance, rehabilitation, and execution of civil and structural works across the plant. The Civil Engineer will be responsible for ensuring the safety, integrity, reliability, and longevity of all plant infrastructure, including foundations, buildings, roads, drainage systems, scaffolding platforms, and structural assets, while supporting plant operations, maintenance activities, and capital investment projects. The position reports to: Maintenance Manager Main Duties and Responsibilities: Civil and Structural Maintenance: Conduct regular inspections and condition assessments of plant structures, including silos, preheater towers, kiln and mill foundations, retaining walls, workshops, warehouses, and office buildings Identify structural defects such as cracks, settlement, corrosion, concrete deterioration, and recommend corrective actions Develop and implement preventive maintenance programs for civil assets Ensure timely execution of repair and rehabilitation works Project Management: Plan, coordinate, and supervise civil engineering projects from conception to completion Monitor project schedules, budgets, and quality standards Review engineering drawings, specifications, and contractor submissions Coordinate with mechanical, electrical, and production departments during project execution Enhanced equipment foundation reliability: Better management of maintenance and capital projects Increased plant availability and operational efficiency Improved contractor performance and project quality Construction Supervision: Supervise contractors and subcontractors performing civil works Ensure work is executed according to approved drawings, specifications, and safety requirements Verify construction quality and compliance with applicable standards Certify completed work and validate contractor invoicesundefined Structural Integrity and Reliability: Monitor the condition of critical foundations supporting kilns, mills, crushers, and other heavy equipment Perform structural analysis and assessments where required Recommend strengthening and improvement measures to enhance asset reliability Design and Engineering: Prepare and review engineering calculations, drawings, BOQs, and technical specifications Support plant expansion and modification projects Coordinate with consultants and external engineering firms when required Review and approve civil engineering designs before implementationundefined Budget and Cost Control: Prepare annual maintenance and project budgets for civil works Monitor expenditure and identify opportunities for cost optimization Ensure efficient utilization of materials, labor, and contractor resources Documentation and Reporting: Maintain accurate records of inspections, repairs, and projects Prepare technical reports, project progress reports, and maintenance reports Update as-built drawings and engineering documentation Health, Safety, and Environmental Compliance: Ensure compliance with company safety procedures and local regulations Conduct risk assessments before execution of civil activities Promote safe working practices among employees and contractors Participate in safety audits and incident investigations Others: Compliance with HM Group and local Code of Business Conduct and all policies, procedures and guidelines Perform any other duties as may be assigned by the Supervisor Key Competencies: Project management and execution skills Structural analysis and design knowledge Contractor management and supervision Strong problem-solving and analytical abilities Budgeting and cost control Technical report writing Effective communication and teamwork Knowledge of occupational health and safety requirements Planning and organizational skills Ability to work under pressure during shutdowns and major projects Qualifications and Experience: Bachelor's degree in Civil Engineering Registered as a Professional Engineer with the relevant professional engineering body Additional certifications in project management, structural engineering, or construction management will be an added advantage Minimum 5 years of relevant experience in industrial, cement, mining, or heavy manufacturing environments Knowledge of structural, concrete, and steel design principles Proficiency in AutoCAD, Civil 3D, SAP2000, STAAD Pro, or similar engineering software Proven experience in civil and structural maintenance within industrial plants Practical experience in structural inspections, condition assessments, and repair methodologies Experience supervising contractors and managing civil works during plant shutdowns and capital projects Please attach detailed CV in PDF format, e-mail and telephone contacts, names and addresses of three (3) referees.
