In this role you will lead full-lifecycle pre-award recruiting activities for federal government contract proposals mostly supporting the defense and intelligence communities. Candidates located in the Northern Virginia, Washington, D.C., or Maryland area are preferred, as this position may periodically require in-person meetings, hiring events, and other business activities. Partner with proposal managers, business development, HR and recruiting leadership to define and support proposal requirements, staffing timeliness and anticipated awards. Screen candidates against technical qualifications, contract labor-category requirements, education, experience, certifications, and security-clearance criteria. Coordinate interviews, selection activities, background requirements, and hiring approvals. Brief TA and HR leadership on program staffing status, pipeline health, staffing risks, and recommended mitigation actions. Identify potential staffing gaps and proactively develop mitigation strategies to address talent availability, clearance requirements, geographic constraints, and competitive market conditions. Maintain accurate and timely candidate and requisition information in Workday and related recruiting systems. Ensure recruiting activities comply with applicable employment laws, company policies, contract requirements, and information-handling procedures. Contribute to continuous improvement of proposal recruiting processes. What Required Skills You'll Bring: Bachelor’s degree in Human Resources, Business Administration, or a related field with at least 5 years of proposal recruiting experience, or at least 9 years of relevant recruiting experience in lieu of a degree. Experience supporting proposal-related recruiting, pre-award staffing, capture activities within the defense, aerospace, intelligence, federal IT, construction and engineering, or government consulting organizations. Familiarity with federal proposal development, capture management, RFP requirements, staffing volumes and key personnel evaluation criteria. Demonstrated success recruiting technical and/or niche professionals in a high-volume, fast-paced government contracting or consulting environment. Experience recruiting candidates for positions requiring Secret, Top Secret, TS/SCI, or other sensitive security clearances. Familiarity with government-contract labor categories, contract-specific qualifications, customer staffing requirements, and personnel ramp-up timelines.
