FPSO Welding Supervisor.

FULL TIME

MISSIONS

The Welding Supervisor Service is responsible for implementing and policing, on behalf of Company, the Project flange and bolted-joint integrity management system across the FPSO topside modules, the hull and the integration tie-ins, at the module fabrication yards and through the integration, hook-up and pre-commissioning phases.
The service holder owns the surveillance of the Contractor flange management process end to end: joint register completeness and joint criticality classification, gasket and bolting material control and traceability, controlled bolt-up by qualified technicians using calibrated tooling, joint-by-joint records, control of joint breaking and re-making, and joint readiness for pressure and leak testing.
The objective of the service is leak-free pressure and leak tests, leak-free pre-commissioning and start-up, and a complete, auditable joint integrity record set incorporated in the test packages and system handover dossiers.
The service holder reports to the QA/QC Lead and works in close coordination with the QA/QC Integration Lead, the QA/QC Modules Leads of each yard, the NDT, Welding and Preservation Supervisors, the Piping Completion Coordinator and the Precommissioning and Commissioning teams.

ACTIVITIES
1.The service holder adopts and demonstrate an exemplary behavior with regard to HSSE, respect the Project HSE requirements and ensure application of HSE rules, also accountable for respecting HSSE rules and ensuring their application within his scope of responsibility. Particular attention is given to the high-risk activities inherent to the service: hydraulic torqueing and tensioning operations, stored energy in bolted assemblies, pressure and leak testing, nitrogen and helium handling, confined space entry and work at height.
2.The service holder will assist the QA/QC Lead in relationship with the Contractor for all the disciplines and subjects he/she is in charge of.
3.The service holder will take under consideration knowledge of international standard and norms, Company Rules and Project referential & Procedures, etc. and their application to the GPI / Project.
4.Review and comment the Contractor flange management procedure, bolt-up and tensioning procedures, joint criticality classification basis and the associated Inspection and Test Plans, and verify their compliance with ASME PCC-1, ASME B16.5 / B16.47, the Project line classes, applicable codes and Project specifications.
5.Verify the completeness and accuracy of the joint register: every bolted joint in scope identified, classified by criticality and service, and tracked from first make-up through testing, breaking, re-making and final acceptance. Challenge any joint population that cannot be reconciled against the isometrics and P&IDs.
6.Audit the qualification and certification of the Contractor bolt-up technicians and supervisors, and verify that critical joints are executed only by qualified and currently certified personnel.
7.Verify the control and calibration of torqueing and tensioning equipment — hydraulic torque wrenches, tensioners, calibrated manual tools, pumps and gauges — including calibration validity, pump and gauge matching, and the torque / tension conversion tables actually in use on site.
8.Witness, or organise the witnessing of, critical joint make-up, and verify application of the correct torque or tension value, bolt lubricant, tightening pattern and number of passes in accordance with the approved procedure.
9.Verify gasket and bolting material control: correct gasket type, rating, material and facing against the line class; bolt, nut and stud grade, coating and traceability; lubricant type; storage, handling, preservation and re-use policy; and segregation of non-conforming material.
10.Control the breaking and re-making of joints for testing, inspection, internal cleaning, reinstatement and commissioning access, and ensure every re-made joint re-enters the register and is executed under the same regime as the original make-up.
11.Verify joint readiness ahead of hydrostatic, pneumatic, service and helium / nitrogen leak testing. Witness leak testing of critical joints, and manage the leak finding, re-make and re-test cycle together with the post-test re-torque policy.
12.Maintain surveillance over the blind, spade and spectacle-plate register, and verify their removal and the restoration of the affected joints before Mechanical Completion and handover.

13.Extend the same regime to the flanged and bolted connections of pressure vessels, heat exchangers, valves and packaged equipment, including vendor-supplied joints and joints broken after factory acceptance testing or during transport and installation.
14.Issue and follow up Site Observation Reports and Non-Conformance Reports on flange management deviations, monitor recurrence and trends, and escalate systemic failures to the QA/QC Lead with proposed corrective action.
15.Verify that joint integrity records are complete, legible and traceable, and that they are correctly incorporated in the piping test packages, the ITR records and the system handover dossiers.
16.Ensure consistency of flange management standards, acceptance criteria, tooling and documentation between all module fabrication and integration yards in scope, and align the practices applied by the different Contractor and subcontractor organisations.
17.Provide flange management awareness and training support to Company and Contractor site personnel, and promote a leak-free start-up culture across the construction and completion teams.
18.Review deviations from Company specifications, deviation requests and technical queries (TQs) related to flange management, bolted-joint integrity and leak testing, serving as the Company contact point for these matters.
19.Raise consequently necessary comments and highlight unsafe practice, deviations, unacceptable or unjustified acceptance of non-compliant joints, and stop non-compliant bolt-up activity when required.
20.To participate to project reviews as requested by Company requirements (SPOT, ODR, PTR, pre-MC and MC reviews…) and prepare or participate in Safety / Technical Audits for the discipline.
21.Will liaise actively with Company HeadQuarter (in particular the Technical Authority) and Affiliate teams for any needed support, with all concerned technical specialists involved in the technical development / management.
22.To remain, with regards to the disciplines and subjects in charge of, the correspondent for construction and completion occurring problems, and for any advice to be given or technical deviation request to be analyzed and answered.
23.The service holder will ensure adequate and timely reporting to the QA/QC Lead — joint progress, leak-test performance, open deviations and concerns — and, as a general manner, anticipates problems, potential optimizations, and proposes solutions with regards to the discipline.
24.Adopt and demonstrate exemplary behaviour regarding Company Ethics and @Code of Conduct@ policy and promote the re-enforcement of the Anti-Corruption Program.

QUALIFICATIONS & EXPERIENCE REQUIRED

  • Professional Experience (years): Minimum 10 years in QA/QC, piping or mechanical construction on offshore oil & gas, FPSO, FLNG, LNG, refinery, petrochemical or major module fabrication projects.

  • Experience in similar Service (years): At least 4 years with direct and demonstrable responsibility for flange and bolted-joint integrity management — joint register, controlled bolt-up, gasket and bolting material control, and joint readiness for leak testing — on a modular or FPSO project. Generic piping or welding inspection experience with only incidental flange exposure is not sufficient for this Service.

  • Level / Education: Bachelor’s degree or recognised technical diploma in Mechanical, Piping, Materials or Welding Engineering.

  • Languages: Fluent Mandarin and working-level English are mandatory. Written English must be sufficient to issue surveillance reports, NCRs and joint integrity records without support.

  • Certification: a mechanical joint integrity qualification (ECITB MJI 10 / 18 / 19 or equivalent) is strongly desirable. A recognised welding inspection or NDT qualification (CSWIP, AWS CWI / SCWI, ASNT or ISO 9712 Level II) is an advantage.

  • FPSO topside and hull integration yard experience is highly desirable. Residential experience in Chinese fabrication yards such as COSCO, BOMESC, CIMC Raffles, COOEC or Wison is a strong advantage.

OTHERS

  • Working command of ASME PCC-1 (guidelines for pressure boundary bolted flange joint assembly), ASME B16.5 and B16.47, ASME B31.3, ASME Section VIII, API 598 and API 6D, and the relevant Class (BV / DNV / ABS) requirements.

  • Practical experience of hydraulic torqueing and tensioning equipment: tool selection, calibration control, pump and gauge matching, torque / tension conversion and the effect of lubricant and friction on achieved bolt load.

  • Leak testing experience across hydrostatic, pneumatic, service and helium / nitrogen methods, including leak detection, leak localisation, and management of the re-make and re-test cycle.

  • Gasket and bolting materials knowledge: spiral wound, ring type joint, Kammprofile, graphite and PTFE gaskets; bolt, stud and nut grades and coatings; correct selection against line class and service.

  • Experience with a flange or joint-integrity management database, and the ability to both produce and critically challenge joint progress and leak-test performance reporting.

  • Experience of QA/QC surveillance practice in a Company role: ITP hold and witness points, Contractor and vendor audits, Site Observation Reports and NCRs, and multi-yard consistency of acceptance criteria.

  • Strong field presence: able to stop non-compliant bolt-up activity and to hold acceptance criteria under schedule pressure, autonomously, in a multicultural Company / Contractor environment.
