As a GIS Application Developer, you will design, develop, and maintain innovative geospatial applications and technology solutions supporting critical public health initiatives. You will collaborate with GIS analysts, epidemiologists, project coordinators, and technical specialists to build scalable applications that transform complex data into actionable insights. Working within an Agile DevOps environment, you will contribute to the development of web-based and mobile-first solutions, database systems, and interactive mapping tools. You will also support data integration, automate analytical workflows, and optimize application performance to improve operational efficiency. Your work will help strengthen data collection, visualization, and analysis capabilities, including solutions that support emergency response efforts worldwide. This role offers the opportunity to work on technically challenging projects with multidisciplinary teams while contributing to meaningful public-sector and healthcare outcomes.

Accountabilities:

  • Design, configure, customize, develop, and deploy new features for existing GIS applications and technology solutions based on client requirements.
  • Build and maintain scalable software applications, managing data flows, performing routine maintenance, implementing enhancements, and resolving technical issues.
  • Develop and maintain project schedules, establish realistic delivery timelines, monitor progress, and ensure milestones are achieved.
  • Follow established government software development lifecycle (SDLC) frameworks and prepare all required technical and project documentation.
  • Participate in requirements gathering and analysis, advising business owners and analysts on development best practices, workflow optimization, and user story definition.
  • Collaborate with multidisciplinary teams while independently managing assigned tasks and delivering high-quality results with minimal supervision.
  • Monitor and optimize application performance, configure services, and support security, licensing, and system administration requirements.
  • Provide user management assistance and troubleshoot hardware, software, network, and application-related issues.
  • Administer enterprise geodatabases using SQL and support the management, integration, and optimization of geospatial data.
  • Develop scripts and automation solutions using Python, JavaScript, and other programming languages to streamline analytical processes and reporting activities.
  • Create static and interactive cartographic products, maps, and visualizations that communicate complex geospatial information to diverse audiences.
  • Support the development and integration of modern web technologies, geospatial APIs, cloud-native data formats, and mapping frameworks.
  • Requirements:

  • At least 7 years of professional experience in IT development roles, with demonstrated expertise in designing and maintaining software solutions.
  • At least 3 years of experience working with relational database management systems and SQL.
  • At least 3 years of experience in GIS analysis and geospatial application development.
  • Bachelor's degree in Computer Science, Geographic Information Systems (GIS), or a related discipline.
  • Demonstrated experience developing responsive, mobile-first, dynamic, and scalable web applications.
  • Strong understanding of geospatial and mapping concepts, including spatial analysis, map projections, and geospatial data management.
  • Excellent data management skills and experience working with geospatial databases and spatial SQL technologies such as PostGIS.
  • Proficiency in programming languages and frameworks such as JavaScript, Python, Node.js, and C#.
  • Experience with web technologies and tools, including HTML, CSS, Bootstrap, D3.js, and DataTables.net.
  • Familiarity with browser technologies such as Web Workers, Service Workers, WebAssembly (Wasm), and HTTP range requests.
  • Experience with web mapping technologies such as MapLibre, OpenLayers, and ArcGIS Maps SDK for JavaScript.
  • Knowledge of API integration, including ASP.NET Web API and REST APIs.
  • Familiarity with cloud platforms and services, particularly Azure Cloud Storage and Azure Functions.
  • Experience with cloud-native geospatial data formats, including Parquet, GeoParquet, PMTiles, and Cloud Optimized GeoTIFF (COG).
  • Knowledge of command-line geospatial tools for vector and raster tile generation, including GDAL/OGR and Tippecanoe.
  • Familiarity with modern module bundlers such as Webpack and Vite.
  • Understanding of web accessibility standards, including WCAG and Section 508, and tools such as Axe DevTools and Google Lighthouse.
  • Ability to obtain and maintain a U.S. federal government Public Trust clearance.
  • Must be a U.S. citizen or lawful permanent resident (Green Card holder) due to contractual eligibility requirements.
  • Strong analytical, organizational, communication, and problem-solving skills, with the ability to collaborate effectively and manage technical priorities.
  • Preferred qualifications:

  • Experience working in a Centers for Disease Control and Prevention (CDC) environment, particularly with government SDLC standards, technical architecture, and release management processes.
  • Familiarity with Esri technologies, including ArcGIS Enterprise (Portal), ArcGIS Online, ArcGIS Server, and SDE.
