This position is being recruited by Pakistan Single Window (PSW) on behalf of the National Agri-Trade and Food Safety Authority (NAFSA). NAFSA is being established as a strategic national initiative to strengthen Pakistan’s agri-trade ecosystem through enhanced regulatory oversight, facilitation, and modernization of food safety and trade processes. The selected candidate will be part of NAFSA’s foundational team, contributing to the development of systems, processes, and institutional capabilities.
Main Responsibilities
Manage registration, renewal, suspension, and cancellation of plant-related businesses and facilities (nurseries, packhouses, warehouses, treatment providers, laboratories, and other regulated operators) as notified.
Ensure business registration frameworks and procedures are implemented strictly in accordance with notified SOPs and legal requirements.
Review and validate applications, technical documents, and compliance evidence submitted by plant-related businesses for registration/approval.
Supervise subordinate officers processing registrations, maintaining registers, and coordinating compliance documentation.
Maintain national registers and databases of approved and registered plant-related businesses/facilities with appropriate documentation control.
Coordinate with inspection, surveillance, diagnostics, and ITC operations divisions to obtain compliance inputs relevant to registration decisions.
Monitor ongoing compliance and initiate regulatory actions (conditions, suspension, cancellation) as authorised under prescribed procedures.
Ensure timely communication of registration decisions and support audits/verification exercises; prepare periodic reports and compliance analyses.
Ensure transparency, consistency, and non-discriminatory application of requirements in line with SPS principles and maintain professional integrity and confidentiality.
Perform any other responsibilities assigned by the reporting officer in support of NAFSA’s mandate.
Requirements
Education
- M.Sc. (Hons.) / MPhil (Minimum eighteen years) in Agriculture with specialization in Entomology, Plant Protection, Plant Pathology, Weed Science or related field.
Experience
- Minimum 8 years of relevant experience in business registration systems, compliance management, or SPS regulatory operations.
- Strong documentation, analytical, and regulatory decision-making skills.
- High integrity and ability to manage sensitive regulatory information.
- Research publications in HEC-recognised journals (preferred).
